License Agreement for Shared Supported Housing
This License Agreement is between:
Threshold Threshold, 2nd Floor, 1 John St, Swindon SN1 1RT which is a Registered Charity No. 1017599.

1. Definitions and Interpretations
1.1 For all purposes in this Licence the terms defined in this clause shall have the meanings specified.
“The House” means ADDRESS, and includes any land falling within the curtilege of the House.
“The Room” means the room within the House that are allotted to the Licensee by Threshold.
“Licence Fee” means the licence fee referred to in clause 4.1
“Furniture and Fittings” means Threshold’s furniture, furnishings and fittings used by the Licensee from time to time in the Room in accordance with the inventory in Schedule Two or any subsequent inventory signed by Threshold and the Licensee.
“Common Furniture and Fittings” means the furniture, furnishings and fittings provided by Threshold for use by the residents of the House in common other than those provided for individual residents in rooms allotted to them.
1.2 Clause, Schedule and Paragraph headings do not form part of this Licence and shall not be taken into account in its construction or interpretation.
1.3 Agreements by the Licensee in this Licence not to do any act or thing shall be deemed to include an obligation not to permit or allow such act or thing to be done by the Licensee’s invited visitors or guests.
2. Purpose and Nature of License
2.1 Occupation - The license is granted to facilitate support and temporary accommodation for single people experiencing or at risk of homelessness. The Licensee may occupy the Room for the duration of this Licence provided they comply with the terms of this Agreement and engage with Support.
2.2 No exclusive possession - This Licence does not confer exclusive possession nor create a landlord-tenant relationship.The Licensee is not entitled to any statutory security of tenure, assured shorthold tenancy, or housing protection under the Housing Acts.
3. License to Occupy
3.1 Threshold permits the Licensee to occupy the Room NUMBER, on DD/MM/YY
3.2 Keys - Threshold will issue the Licensee one set of keys only for the Room and the House.
3.2.1 If keys are lost, the Licensee must pay replacement costs including any administrative fee.
3.2.2 Threshold retains its own set of keys and may access the Room in accordance with clause 5.1.
3.3 The Licensee shall have the right to use the front door, entrance hall, staircase, landings, Common Furniture and Fittings, kitchen, lavatories, bathrooms and sitting rooms shared with other residents and staff.
4. Licensee Fee
4.1 The Licensee shall pay to Threshold a licence fee of £352.52 per week, inclusive of:
- Services Eligible for Housing Benefit: £329
- Services Ineligible for Housing Benefit: £23.52
A full breakdown of the charges for services is contained in the Service Charge Schedule (schedule four).
4.2 The licensee must pay reasonable costs arising from breachs of this license, including legal fees, unless ordered otherwise by a Court.
4.3 Payment date - The Licence Fee shall become due immediately upon moving into the House and every Monday thereafter.
4.4 Changes to the licence fee - Threshold may increase or decrease the Licence Fee by giving the Licensee at least four weeks’ notice.
4.5.Altering the agreement – Excep for the Licence Fee, changes require written agreement of both parties.
5. Threshold’s Agreement
Threshold agrees:
5.1 Access – Threshold may access the Room:
5.1.1 to provide support or
5.1.2 In an emergency or where there is health, safety or welfare risk
5.1.3 To inspect or repair the House, Furniture, Fittings or installations
5.1.4 to relocate the Licensee to another Room
5.1.5 Where illegal/criminal activity or breach of License is suspected
5.1.6 the Licence is determined under the terms of this agreement
5.2 Threshold’s repairing obligations - Threshold will maintain the structure, installations, and Furniture/Fittings, excluding damage caused by the Licensee or their guests.
5.3 Consultation - Threshold will consult residents on material changes to housing management, maintenance, or safety practices.
5.4I nformation - Threshold will provide policies and procedures relevant to services at the House.
5.5 Complaints – Threshold will operate a complaints procedure.
5.6 CCTV and Monitoring – All communal areas may be monitored by CCTV for safety, anti-social behaviour and breaches of this Licensee Agreement. Audio capture may occur. Recorded data is stored securely and shared only with law enforcement or for safety purposes in accordance with GDPR. Licensees consent by signing this agreement.
5.7 Fire Safety – Licensees must not use naked flames (candles, paraffin, gas heaters), tamper with smoke detectors, or store flammable materials. Smoking is prohibited indoors.
6. The Licensee’s Obligations
The Licensee agrees as follows:
6.1 Absence from the house - To inform Threshold in advance, and if possible, in writing, if absent from the House for three days or more
6.2 Alterations and damage - Not to damage or to make alterations to the House or any Furniture and Fittings provided within it.
6.3 Conduct - Use the Room and the House amicably, respecting staff and other residents.
6.4 Dangerous items - Do not keep weapons or other dangerous items.
6.5 Furniture and fittings - Keep Furniture/Fittings in good condition, and repair/replace damaged items at Licensee’s cost, fair wear and tear excepted.
6.6 Health and Safety - Comply with health, safety, and fire instructions.
6.7 Illegal drugs - Not to possess, use, supply or allow illegal or mood-altering substances.
6.8 Interior condition - Maintain cleanliness and repair minor damage; report major defects promptly.
6.9 Insurance - The licensee will be responsible for insuring their own contents and belongings.
6.10 Lodgers – Do not allow anyone else to stay or live in the House.
6.11 Nuisance - Not to cause (or allow invited visitors to cause) a noise or nuisance to anyone living at the House or to employees, contractors and agents of Threshold or to the owners and occupiers of neighbouring premises.
6.12 Pets - Not to keep any pets or other animals in the House
6.13 Prescribed medication - Only use medication prescribed to the Licensee; do not supply to others.
6.14 Reporting disrepair - To promptly report to Threshold any disrepair or defect for which Threshold is responsible in section 3(3).
6.15 Scheme rules - To comply with any regulations made by Threshold from time to time for the management of the House. Any current regulations are set out in Schedule One.
6.16 Special conditions - To abide by any other specific conditions of residence at the House as set out in Schedule Three.
6.17 Support - To make full use of the support provided by Threshold or other agencies in relation to the purpose of the House and to co-operate with Threshold and other agencies in respect of this support.
6.18 Use of premises - To use the room allotted to the Licensee for residential purposes and not to operate a business from the House or to engage in any illegal or immoral activity at the House.
6.19 Vehicles - Not to park any vehicles at ADDRESSOnsite parking is provided for staff only.
6.20 Violence, threats, abuse and harassment - Not to commit or allow violent, threatening or abusive behaviour towards:
6.20.1 other licensees
6.20.2 visitors
6.20.3 Neighbours
6.20.4 employees, contractors or agents of Threshold
6.21 Waste disposal - To dispose of all household refuse in a proper and hygienic manner in containers provided and to make appropriate arrangements for the disposal of larger items of household waste.
7. Ending the License
7.1 The licence may be determined:
7.1.1 by either party giving to the other not less than 4 weeks’ notice in writing served at any time
7.1.2 by Threshold offering a suitable alternative Room with 24 hours to move personal effects;
7.1.3 with immediate effect for serious breaches, including drugs, violence, theft, arson, repeated anti-social behaviour or damage to safety equipment.
7.1.4 with immediate effect ifprevious written warning for another breach was ignored.
7.2 Vacation of the room - Upon determination of the Licence, the Licensee shall immediately cease to be entitled to use the Room and, if applicable, the House and must vacate the accommodation, leaving it clean and tidy, and return the keys to the Threshold.
7.3 Disposal of Licensee’s property - If, after the Licensee has vacated the House at the end of the Licence,any property of the Licensee remains in the House and the Licensee fails to remove it within 7 days after being requested to do so in writing by Threshold or if, after using reasonable endeavours, Threshold is unable to locate the Licensee then, not less than 14 days after the first attempt to locate the Licensee is made by Threshold:
7.3.1 Threshold may, as agent of the Licensee, sell or dispose of such property. The Licensee will indemnify Threshold against any liability incurred by it to any third party whose property shall have been sold or disposed of in the mistaken belief held in good faith (which shall be presumed unless the contrary be proved) that such property belonged to the Licensee;
7.3.2 if, after having made reasonable efforts, Threshold is unable to locate the Licensee, it shall be entitled to retain such proceeds of sale absolutely unless the Licensee shall claim them within 6 months of the date upon which the Licensee vacated the House and
7.3.3 the Licensee shall indemnify Threshold against any damage occasioned to the House and any actions, claims, proceedings, costs, expenses and demands made against Threshold caused by or related to the presence of the property in or at the House.
8. Acknowledgements
8.1 Entire understanding - This Licence embodies the entire understanding of the parties relating to the Room and the House and to all the matters dealt with by any of the provisions of this Licence.
8.2 No exclusive possession - In particular and without prejudice to the generality of the Licence, the Licensee acknowledges that they have received a copy of this agreement before signing it and has had the opportunity of taking legal advice on it and has read and understood it, and acknowledges that the Room and all parts of the House will be shared with Threshold and other persons to whom Threshold grants a licence and that they will not have exclusive possession of the room or any part of the House under any circumstances.
8.3 Condition - The Licensee having inspected the Room, House, Furniture and Fittings, and appliances declares that they find them in acceptable condition and working order.
8.4 Misrepresentation - The Licensee accepts that if they have deliberately given any false information to obtain this Licence of the Room they shall be in breach of this Licence and this may result in being asked to leave the House.
